Function: To arrange for the ‎ shipment‎ of CARE packages and other materials financed from the international Bahá’í Fund of Tihran, Persia, in accordance with instructions received from the Guardian or the custodian of the Fund; to maintain accurate lists of individual believers in the countries specifically designated for Bahá’í relief by correspondence with the National Spiritual Assembly or other responsible body in each country; to advise the believers concerning individual or local Assembly shipments of relief materials; to act for the National Spiritual Assembly in carrying out special relief projects from time to time.

Functions: To consolidate the Bahá’í community in designated area by assisting the individual believers to form groups and by assisting the groups to establish local Assemblies; to encourage, advise and assist the new and smaller communities to safeguard their Assembly status and develop independent, self-sustaining Bahá’í communities; to encourage the maintenance of effective study and teaching activities by the holding of regular fireside teaching meetings and study classes; to conduct area teaching conferences; to encourage teaching activity throughout the area by traveling and circuit teachers; to prepare and distribute a monthly area bulletin; to supervise the Regional Teaching Committees within the area for the achievement of these ends.
