In previous volumes, certificates of incorporation or other documents attesting recognition of various National Spiritual Assemblies have been reproduced. AN ACT to incorporate the Board of Trustees of the National Spiritual Assembly of BAHÁ’ÍS.

Enacted by the Parliament of Guyana:—

1. This Act may be cited as the National Spiritual Assembly of BAHÁ’ÍS of Guyana (Incorporation of Trustees) Act 1976.

2. In this Act, unless the context otherwise requires — "the Board of Trustees" or "the Board" means the Board of Trustees of the National Spiritual Assembly of BAHÁ’ÍS of Guyana incorporated by this Act; "the Assembly" means the National Spiritual Assembly of BAHÁ’ÍS in Guyana.

3. Henry Dolphin, Chairman, John Viera, Vice-Chairman, Ellen Widmer, Secretary, Eileen Hill. Treasurer, Sheila Dolphin, Recording Secretary Ivan Fraser, Member, Lygia Vasilda, Mem- ber, Edward Widmer, Member, Rooplall Dudnath, Member, and their successors in office, shall be a body corporate and shall have the name of the Board of Trustees of the National Spiritual Assembly of BAHÁ’ÍS in Guyana.

With a letter, dated Feb. 18th, 1977, you, Mr. supreme court lawyer, have requested on behalf of the National Spiritual Assembly of the Bahá’ís of Iceland, that the religious society of the Bahá’í Faith in Iceland be registered as a religious society outside the National Church, as allowed for by 12.-13. articles of laws nr. 18 1975 about religious societies. With this application was included information about the items, that are numbered in the 13. article of these laws, paragraphs 1.-9. The Ministry hereby confirms, that the religious society of the Bahá’í Faith in Iceland is accepted for registration as a religious society in Iceland, according to II, section of lave nr. 18 1975, com- parang the I. section of the laws, and an announcement about this acceptance will be published in the National Gazette.

The Ministry at the same time confirms, that it has received a notice about the election of Carl John Spencer, Lynghaga 22, Reykjavik, as the legal spokesman of the Spiritual Assembly of Bahá’ís in Reykjavík. He is obliged to undersign the declaration, that is included hereby.

The Ministry draws attention to the fact, ad the legal spokesman does not fullfill the conditions of 1. paragraph, 17. article of lave nr. 18/1975, as regards Icelandic citizenship, but considers it allowable to accept him as legal spokesman for the time being, with reference to the provision for exemption from the ordinances of the 3. article of lava nr. 58 1954.

The Ministry finally confirms, that it has received a notice about the membership of the board of the National Spiritual Assembly and its various departments.

IN DIT REGLEMENT ZAL WORDEN VERSTAAN ONDER:

1. NATIONALE GEESTELIJKE RAAD: De rechtspersoonlijkheid bezittende Nationale Geestelijke Raad van de Bahá’ís van Venezuela.

2. PLAATSELIJKE GEMEENSCHAP: De gemeenschap der Bahá’ís van Willemstad.

3. GEMEENTE: De Stad Willemstad.

4. UNIVERSELE HUIS VAN GERECHTIGDHEID: Het Hoogbestuur van het Bahá’í geloof voor de hele wereld, zitting hebbende te Haifa, Israël.

Artikel 17

Dit Reglement van Orde kan slechts gewijzigd worden door een beslissing van de Nationale Geestelijke Raad genomen met volstrekte meerderheid van stemmen.

De betreffende wijziging is echter niet eerder van kracht dan na goedkeuring door de Gouverneur van de Nederlandse Antillen.

WHEREAS, It is the avowed foreign policy of the United States of America to encourage worldwide respect for the human rights of all citizens of the world; and

WHEREAS, The Bahá’í community, the largest religious minority in Iran, is being brutally attacked and accused of hating Muslims and committing many crimes against the nation; and

WHEREAS, The Bahá’í community in Iran, like Bahá’í communities everywhere, abstains from all political activity, is peaceful, works toward brotherhood among nations and races, promotes religious tolerance and seeks mutual understanding with members of all faiths and groups; and

WHEREAS, It is therefore most regrettable that the more fanatical and extremist among the Iranian Muslims have once again chosen the Bahá’ís as scapegoats, as history shows they have done over 100 years, and have extended their campaign to the United States; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, That we petition President Carter to request Ayatollah Khomeini and the Iranian government to recognize the Bahá’í Faith as solely a religious movement and to assure the people of Iran that all religious minorities including the Bahá’í, will have full political, cultural and religious rights: and, be it further

RESOLVED, That a suitable copy of this preamble and resolution be forwarded to President Carter and Secretary of State Cyrus Vance.

Dear Mr. Prime Minister:

March 28, 1979

The people of Iran and the United States share a heritage of religious conviction and revolutionary change. Our own forebears settled in this country seeking refuge from political persecution on account of religious beliefs. This deep historical experience has generated concern among Americans when it appears that the freedom to worship is threatened in this country or elsewhere.

For this reason, anxiety has been expressed by many of our constituents over how recent events in Iran will affect religious and ethnic minorities living there. Specifically, the communities of Bahá’ís, Zoroastrians, Jews and Christians appear particularly vulnerable to mistreatment by some groups claiming to act with the authority of your government.

Mr. Prime Minister, we recognize and appreciate the efforts your government has made here in Washington in receiving representatives from the American Jewish community to discuss the future of that religious minority in Iran. Moreover, the statement of the Ayatollah Khomeini concerning religious freedom made prior to his return to Iran provides us with a most important source of assurance on this matter. However, we remain aware of, and must communicate to you, the concerns expressed to us about the potential for harassment of these religious groups.

We would welcome any comment or message of reassurance concerning your government's policy in this area since it would address a fundamental and genuine concern felt by those we represent.
