The Universal House of Justice, in discussing the importance of teaching the masses, wrote that new believers must "become enchanted with the beauty of the teachings, and touched by the love of Bahá’u’lláh." The aim of the Star Study Program is to help believers catch a spark of the love of Bahá’u’lláh and become deepened in the basic teachings of the Faith. In so doing they will be better able to contribute to the development of strong Bahá’í communities, which are the foundation of the World Order of Bahá’u’lláh.

The Star Study Program makes available basic information about nine aspects of the Faith: Bahá’í History, Bahá’u’lláh, Spiritual Teachings, Social Teachings, Bahá’í Law, Bahá’í Administration, the Local Spiritual Assembly, Bahá’í Community Life, and Progressive Revelation. Each of the nine topics is divided into nine sub-topics. The Program's logo, a form of the nine-pointed star, signifies that the nine topics are interrelated and that all contribute to one's personal growth and his ability to help build the new World Order.

The core of the Star Study Program is a series of nine booklets-one on each of the nine topics-which can be used for teaching and deepening institutes and for individual study. These booklets will be supplemented, over a period of time, with a variety of materials-pamphlets, flip charts, games, and filmstrips. It is hoped that these booklets and audio-visual materials will inspire the believers to immerse themselves daily in the ocean of Bahá’u’lláh's Writings. For only as individual Bahá’ís grow and become deepened can the goal of developing "the distinctive character of Bahá’í life" be won.
