It has a great importance, especially in this evolutionary period of our faith, because this change of a blood every year is spreading the knowledge and the skill of administration among many friends. But you know, the House of Justice has reserved for themselves the right to be in office for five years. So Universal House of Justice, it lasts five years. You know that. If you don't know, well, you learned five years, the other, one year. But in time, Shoghi Effendi said we can extend the period of service and I hope and pray that day with come when we shall not be rushing with the [?] now to do a conventional state of days and run out again and say, "Oh, this convention is killing everybody." Something like that. We're going to have it perhaps in time when we grow mature or when we grow wise, etcetera, we shall have a extension of a period of service. And then the House of Justice made a provision already. It would be a solitary baby left there, isn't it? Poor child. He's gone, he's gone. So the House of Justice will make a provision for that and the instruction have to gone forth until eventually all the convention for electing the House of Justice. So you see all these things is part of what I would call [?]. Let's call that. Foundation upon which the Faith will continue to function, no matter what happens.
[11:50] If a member of the National Assemblies ceases to be a member of the National Assembly before the election of the House of Justice he has the right to vote. This is the part of the Constitution. You know the words. If for some reason he has to cease to be a member of the House of Justice and the call has already arrived from the House of Justice, he has the right to vote, even if you're not a member any longer. Well, that's a detail that perhaps there'll be one or two instances like that, but it's better to know. If the call of the election has come and a member or 2 members of the National Assembly are compelled to go for reasons we cannot fathom now, he has the right to be the elector of the Universal House of Justice. Then there is a title here about vacancies, if there are a vacancies in the Universal House of Justice. The vacancies are [?] to nature. One would be physical death and the other one, God forbid, expulsion from the House of Justice. Well, everything spread. The Master speaks very clear in the Will and Testament. And then, in that case there, in this part here, it deals with the subject about substituting a member who is not able or has passed away, and has to be substituted, but no member of the House of Justice can resign his services. [14:10] And then, as I said before, the House has no offices. The beloved Master in his Will and Testament had said that the Guardian is for life, the chairman of the Universal House of Justice. And as long as there is no [?], Universal House of Justice has no chairman, has no offices, has no vice chairman, has no treasurer, and whatever you can imagine. They rotate themselves to chair just for the sake of all the discussion. And here I can say perhaps the functioning of the House of Justice is in the [?]. It's like in a Cabinet of the Ministers, minus the prime minister. If they have a meeting, one of them, they rotate themselves, either from day to day or from half a day to half day. They function all for the week and it's according to their desire and methods. They function and they function as a what you would call coordinators more than chairman, because the chairman takes and gives the right of the word, where the coordinator does not take and give the right of the word, that sees that everybody's fairly treated. And that's right. So if you ever receive the letter [?] in our Secretary National Assembly here, I've seen a few, when you get the communication from the House of Justice, it's not signed by a member, but it is sealed and certain members of the House of justice are authorized to sign with writing the Universal House of Justice.
