NSA Gives Instructions for Youth Activities[edit]
The National Spiritual Assembly has been greatly inspired and impressed by the unprecedented teaching activity carried on by and among youth during the past year. Of the new members enrolled in continental United States between May 1 and December 1, 1963, thirty-five per cent were youth, young people between fifteen and twenty-one years of age. Local spiritual assemblies generally are giving considerable attention to ways and means of attracting youth to the Cause and to involving them in all local teaching and proclamation activities.
The youth conferences held across the country, especially over the Thanksgiving Day and year-end holidays, have been well attended and inspiring and all have resulted in several declarations.
In order that this praiseworthy vitality and love for the Faith may be properly oriented toward the production of well-trained and disciplined teachers and future members of the administrative institutions, as well as to provide proper administrative and legal responsibility in emergencies which might arise, it is absolutely essential that all youth conferences be under the general supervision of a local spiritual assembly or some committee such as the National Teaching Committee or summer school committees acting on behalf of the National Spiritual Assembly.
Therefore, if any group of Bahá’í youth wishes to hold a conference, they must submit their request to their own local spiritual assembly for its assistance and sponsorship. If the group comprises members from more than one Bahá’í community, it can ask the local spiritual assembly in any one of these communities to assume the sponsorship, and that assembly will proceed as it would in planning any other intercommunity project. On the other hand, if the request originates from a group or even an adult outside the jurisdiction of a local spiritual assembly, it is to be submitted to the National Teaching Committee for its consideration and coordination.
The National Spiritual Assembly requests the Bahá’í youth to observe these instructions in order to safeguard them against possible situations which could involve the administrative institutions of the Faith, as well as to avoid conflict in dates with other projects which are already scheduled for the same area and dates.
No continuing area or regional committee of youth members can be elected by the youth to act independently of any administrative body or committee duly elected by the National Spiritual Assembly.
If youth conferences covering a fairly wide area are planned sufficiently well in advance they can be announced in BAHÁ’Í News provided full details are received early enough. In any case, all youth conferences involving youth from more than one local Bahá’í community should be reported promptly to the National Teaching Committee as well as to BAHÁ’Í NEWS.

New Cross Index Available from Reference Library Committee[edit]
The National Reference Library Committee announces that a Cross Index is now available to be used with all Subject Indexes. Since the Subject Indexes classify references under about twenty basic subjects that are different from the subjects that we ordinarily deal with, believers have found them difficult to use. This Cross Index lists alphabetically many of the “ordinary” subjects on which one might want information, and tells under what subject and subheading in the Subject Indexes and their table of contents such information can be found. If you have purchased any of the Subject Indexes and been unable to use them successfully, we hope you will order a Cross Index and try it out. Your experience and suggestions will aid the committee in its effort to produce reference material that will meet your needs more effectively. The price of the Cross Index is 50c.
Included in it, under each Feast name, is a list of page numbers in all of Bahá’u’lláh’s Writings and some of ‘Abdu’l-Bahá’s, where that Feast name is referred to.

NSA Acts on Voting Rights[edit]
Dr. and Mrs. Larry M. Beers, Honolulu, Hawaiian Islands, have been deprived of their Bahá’í membership and administrative rights. Their participation in any Bahá’í functions is herewith forbidden.
The voting rights of George Brawley, Fort Wayne, Indiana, have been restored by action of the National Spiritual Assembly.

Future Teaching Activities[edit]
The third Bahá’í Prayer Powwow, sponsored by the Bahá’ís of Rogers, Arkansas will be held at Boat Basin Park, on Lake Eucha, five miles south of Jay, Oklahoma on April 4 and 5.
Adults planning to attend are asked to contribute a registration fee of one dollar each and children twenty-five cents each to cover cost of equipment and miscellaneous expenses.
All who register will receive a letter giving detailed information about the Powwow. It is expected that a Hand of the Cause will be present at this inter-racial gathering. Letters may be addressed to: Mrs. Gladys Livermore, Secretary, 1022 South Arkansas St., Rogers, Arkansas.
