Dear Bahá’í Friends,

The Six Year Plan[edit]

.......... A special characteristic of the Six year Plan is that the conceiving of the detailed national goals is itself to be one of the tasks of the Plan, but this fact should not hold up in any way the activities of your communities. With this letter you are being acquainted with the Major Objectives of the Plan and every believer, every Local Spiritual Assembly, and all the national committees can pursue immediately, with increasing vigour, many projects towards their attainment, both projects already in process and others which will be newly conceived, so that when the specific national goals for each community are announced they will be received by a united company of devoted followers of Bahá’u’lláh already in the full flood of activity.

It is the hope of the Universal House of Justice that each National Assembly will be able to meet before Riḍván with a representative of the Continental Board of ‎ Counsellors‎ so that from this initial consultation a basis will be laid for consultation on the goals at the National Convention.

Other consultations will no doubt continue following the Riḍván Festival. Their duration will depend on the condition of each national community, its size and the complexity of its circumstances. As soon as specific goals have been formulated and agreed they should be immediately sent to the World Centre. They will then be considered by the Universal House of Justice and the International Teaching Centre and, as soon as possible, the National Spiritual Assembly will be informed of the approval or modification of its proposal. Each submission will be considered on its arrival; the earlier they arrive the better, and in no case should a submission reach the World Centre later than 1 November 1986.

Among the elements of the Plan which are not covered by the list of Major Objectives are the goals for international assistance including pioneering, resident teaching projects, travel teaching, assistance for development projects, and for the acquisition of properties and vehicles. Notes relating to these elements have been provided to the Continental Board of Counsellors who will share them with National Spiritual Assemblies during the process of consultation. Since they are international in nature, these goals will have to be consolidated and approved at the World Centre before being generally announced.

Though the institutions of the Faith are responsible for planning the goals and activities of the Cause, for stimulating and encouraging the believers to arise, and for supporting and unifying them in their services, it is, in the final analysis, through the spiritual decisions and actions of the individual believers that the Faith moves forward on its course to ultimate victory. It is the ardent hope of the Universal House of Justice that every faithful follower of Bahá’u’lláh will search his or her heart and [Page 6] turn with full attention and loving self-sacrifice to the consideration of the goals of the Six Year Plan, and determine how to play a part in their achievement.

The prayers of the Universal House of Justice and the International Teaching Centre at the Sacred Threshold will surround the institutions of the Faith in every continent and nation as you assume your weighty task of conceiving the goals which will guide the national communities of the Faith through the next six years.

We welcome and approve your proposed goals for the Six Year Plan and commend all who have contributed to the consultations which produced them. We find them feasible, perceptive, and challenging to the British community, which, we have no doubt, will achieve complete victory in this new venture.

Our ardent prayers will be offered that this community, so greatly blessed by two visits of the Centre of the Covenant, will have advanced, by the eve of the Holy Year, an observable stage nearer that glorious destiny envisioned for it by the beloved Guardian, whose mortal remains, entrusted to its care, confer so inestimable a bounty upon it.

Dearly loved Bahá’í Friends,

The achievements of the British Bahá’í community in the field of service to His exalted Threshold, throughout its history, have been truly magnificent and the spirit of devotion and dedication, resourcefulness and initiative displayed in the course of the prosecution of its successive Plans and enterprises, unquestionably extraordinary and indeed exemplary.

The beloved Guardian, time and again, expressed his admiration, love and respect for this community’s ‘unquenchable faith’, ‘noble and unyielding determination’, ‘stupendous effort, magnificent self-sacrifice, marvelous dedication and splendid cooperation’ demonstrated in accomplishing the work of the Cause and for the great victories achieved despite ‘smallness of number’ and ‘paucity of resources’. “The Bahá’í world, in its entirety” he wrote in 1949 referring to the first collective teaching enterprise ever undertaken by the British Bahá’í community, “is struck with amazement at the quality of the work performed, at the extent and number of the victories achieved by this community....” And during the Africa Plan, he showed his praise and admiration in words such as these:

“The Two Year Plan .... bids fair .... as it approaches its conclusion, to eclipse .... the exploits of that community in the course of the first collective enterprise undertaken in the British Bahá’í history .... by their utter consecration and their complete reliance on the One Who watches over their destiny, they have set an example worthy of emulation by the members of Bahá’í communities in both the East and the West.”

Victories won by this most dedicated, high-minded and resolute community in the Ten Year World Crusade have been no less significant, and since 1963 under the loving directions of the Universal House of Justice, its progress has been remarkable. The rapid expansion in the teaching work, the substantial measure of internal administrative consolidation, the marked increase in the number of local communities are but a few examples of such achievements and progress. However, the greatest success of this ‘favoured community’ in recent years, has been as attested by the Supreme Body and stated in their Ridvan message of 1984:

“...... in bringing before the public .... not only the plight of our persecuted and martyred brethren in Iran but, to an unprecedented degree, the aims and purposes of Bahá’u’lláh’s Faith; voices have been raised on our behalf for the first time from the floor of the House of Lords and the House of Commons; through all channels of the media .... the name Bahá’í and what it stands for has been trumpeted as never before .... surely such achievements have brought joy to the beloved Master and the Guardian.”

Indeed, due to the emergence of the faith from obscurity promoted by ‘steadfast heroism of the renowned, the indefatigable, dearly loved Bahá’í community of Bahá’u’lláh and the Báb’s native land’, on the one hand, and the dramatic change in the status of the Faith, the organic growth and [Page 9] maturity of the Cause of God, on the other, the Universal House of Justice were moved to announce to the Bahá’ís of the world in their letter of 2 January 1986, the inception of the fourth epoch of the Formative Age. In that same letter, they delineated the main features and the method of formulation of the Six Year Plan which has now inaugurated this most challenging phase in the development of the Administrative Order.

We pray and hope that this community whose country has been blessed by the twice-repeated visit of ‘Abdu’l-Bahá, the Master, and later by the ‎ interment‎ of the precious remains of Shoghi Effendi, the beloved Guardian; ‘alive to its capacity, conscious of its high responsibility, aware of the sacredness of its mission’ and armed with the power of faith, love and devotion will arise unitedly and resolutely, at this most crucial juncture in the fortunes of mankind, to ‘tear down every obstacle’, ‘open up every horizon’, and ‘win still mightier victories’ in the immediate years ahead and once again amaze the entire Bahá’í world and set such an example worthy of emulation in both the East and the West.

MESSAGE FROM THE NATIONAL SPIRITUAL ASSEMBLY[edit]

Dear Bahá’í Friends,

The fourth epoch of this Formative Age of our Faith, into which we were recently ushered by the Universal House of Justice, has delivered its first fruit. We are proud to share with the friends in the United Kingdom the Six Year Plan, together with a covering letter from the Supreme Body. This Plan will carry us through to 1992, the hundredth anniversary of the passing of Bahá’u’lláh.

This Plan is a sign of the ever maturing Bahá’í administrative order. The Universal House of Justice provided the basis for this Plan, and entrusted the National Assembly with the details, in consultation with the friends and drawing on the wisdom of the Continental Board of Counsellors. Our proposals are set out here having been assessed and accepted by the Supreme Body.

The believers in The United Kingdom should now arise as one to play their full part in this mighty enterprise.

The Bahá’ís in this country must achieve at least the doubling of their numbers within the time of this Plan. Hand in hand with this growth must go the strengthening of the Local Spiritual Assemblies. Firmly grounded and vigorously functioning institutions based on stable communities of twelve to fifteen adult believers must become a feature of all our Local Assemblies. This will include those outstanding goal Assemblies that are to be achieved if we are to redeem our debt, our promise made to Bahá’u’lláh during the previous Plan.

The Bahá’í institutions must become widely recognised and respected by the community at large including local government agencies and other organisations. Our aim is that such groups increasingly value and seek the advice of Bahá’í Spiritual Assemblies on matters of public concern. To this end our communities must strive to "mirror forth...the splendour of those eternal principles proclaimed by Bahá’u’lláh".

The National Spiritual Assembly looks forward with the greatest excitement and anticipation to the unfolding of a greatly-evolved national community by the end of the Plan, a community able to attract the masses as well as divine confirmations.

INTRODUCTION[edit]

Inspired by the realisation of the importance of this first Plan of the Fourth Epoch of the Formative Age, the National Assembly studied all the reports of the Assemblies, Groups and Committees along with the letter from the Universal House of Justice which set out the overall objectives of the Six Year Plan. We then asked ourselves a fundamental question:

"What kind of a Bahá’í Community would we wish to see in the United Kingdom in 1992?"

This meant looking at the desirable strength of the community numerically, the spiritual health of the believers, the standard of Bahá’í Administration in the assemblies and committees, and the standing of the Faith in the eyes of the non-Bahá’í world. Successful advancement in the first three would obviously enhance the fourth and we wanted to see a community which had not only come out of obscurity but one which had gained in respect and prestige to the extent that our help would be sought, association with us would be valued, our contribution to the well being of society respected and our integrity recognised. The goals then set would be geared to achieving this objective.

1. Carry the Healing Message of Bahá’u’lláh to the generality of mankind.[edit]

Stimulate the organic growth and natural evolution of the Faith in the United Kingdom with the aim of strengthening and increasing the number of districts with local Assemblies and groups.

Double the number of believers by the end of the Plan. This growth should be achieved within each community and within their extension teaching goals. Special attention should be given to communities with colleges of further education where Bahá’í youth can be encouraged to assist.

The maintenance of the victories already won, the building up of the communities, and the opening of new localities form the major commitment of the United Kingdom Bahá’í community.

In addition to bringing the indigenous population into the Faith, emphasis will be put on teaching ethnic minorities and the harmonious integration of non-native believers to achieve a true example of a united but diverse community.

Increase the number of Spiritual Assemblies with extension teaching goals to 100. This is to be achieved by encouraging Assemblies to adopt their own teaching goals.

Increase the number of Assemblies with incorporated status. Those communities with 19 adults will be encouraged to seek such status.

Aspire, through this growth of the community, to become 'models', both as individuals and as Bahá’í institutions.

Encourage Bahá’í youth to bring the message of Bahá’u’lláh to the attention of their fellow youth in a systematic manner.

Increase co-operation with the Continental Pioneer Committee for Europe and develop international collaboration in the field of teaching.

Continue with vigour the distribution of further copies of "The Promise of World Peace" and the holding of such activities as will enhance the Bahá’í peace initiative.

Pursue the use of drama, art and music in both development projects and teaching. This will include the establishment of a Bahá’í choir.

Increase our awareness of the value of public relations in every Bahá’í event, e.g. the dedication of the mother Temple of India and the celebration of the 75th anniversary of the visits of ‘Abdu’l-Bahá to these shores.

Continue the current efforts aimed at including the Bahá’í Faith in school curricula.

Celebrate and commemorate suitably the 75th anniversary of the visits of ‘Abdu’l-Bahá to these islands.

Celebrate in 1988 the 40th anniversary of the establishment of the first Spiritual Assemblies in Scotland, Wales and Northern Ireland. [Page 16] 2. Greater involvement of the Faith in the life of human society.

Adopt various development projects, both locally and nationally, relevant to such issues as racism, drug abuse, violence and crime, unemployment, agriculture, nuclear issues and others. Bahá’í institutions will act as facilitators, nationally where relevant and locally where feasible. The friends should be encouraged to gain expertise in these areas and to offer this and their talent for consultation. In addition, create special projects in the field of development, devised to involve the Bahá’í community with the relevant non-Bahá’í organisations. This should be achieved by an effective balance between our Bahá’í activities, domestic responsibilities, and our contact with other organisations.

Pursue the goal of establishing local peace councils where none exist as a step towards ushering in the Lesser Peace.

Demonstrate Bahá’í consultation in action, which will improve the contribution of the friends to their society as well as the Bahá’í institutions on which they serve.

Encourage each community to nominate at least one representative to serve on its local United Nations Association.

Increase the number of competent Bahá’í speakers from different fields and backgrounds who can be offered to other organisations.

Select one major area of concern for special attention by the community at large and seek the skills and ideas of individuals in order to make a valuable contribution to society at large.

3. A worldwide increase in the translation, production, distribution, and use of Bahá’í literature.

Increase the number of regional book agencies and establish, where possible, Bahá’í reading rooms and lending libraries, especially in areas with local Bahá’í centres.

Pursue the possibility of joint publication with other National Spiritual Assemblies.

Encourage a wider and more imaginative use of Bahá’í scripture, with greater emphasis on the production and distribution of free literature to assist the process of proclamation, expansion and consolidation.

Explore the possibilities of producing a high quality publication on the Faith, through a well-known publisher, for sale in trade bookshops. Continue to seek ways to increase the number and volume of Bahá’í publications available through bookshops.

Provide more literature that would be of interest to non-Bahá’ís and establish a second sales outlet for Bahá’í books in London.

Produce or make available basic Bahá’í literature in styles and formats suitable for the majority of the reading population of the U.K.

Improve the quality and range of Bahá’í educational materials especially children’s literature.

Host an international Bahá’í publishers’ conference in 1987 to promote the international production, distribution and use of Bahá’í literature.

Make available at least one correspondence course about the Faith.

4. Further acceleration in the process of the maturation of local and national Bahá’í communities.

Pursue a systematic plan of deepening newly-enrolled believers. Special emphasis should be put on the consequences of the emergence of the Faith from obscurity by careful study of the Covenant in all its aspects. [Page 18] In this regard, special attention should be given to the study of The Dispensation of Bahá’u’lláh throughout the Plan as a means of educating the community to respond to any form of opposition.

Conduct deepening courses for officers of Spiritual Assemblies, which will also be open to other believers, to train those officers and improve the efficacy of Bahá’í institutions.

Utilise the expertise and knowledge gained by particular local Assemblies in various fields in a programme of inter-assembly co-operation with a view to helping the maturation of Bahá’í institutions.

Continue both nationally and locally the mutually beneficial process of delegation of work to individual believers by Assemblies. This step will improve the consultative skills of these bodies.

Provide guidance for couples intending marriage in the form of a compilation or booklet which can be presented as a gift by local Assemblies to engaged couples. This will be an important part of a programme aimed at enrichment of the quality of Bahá’í marriage.

Encourage local deepening classes that give attention to the study of Shoghi Effendi’s guidance on rectitude of conduct as outlined in the Advent of Divine Justice.

Prepare the believers for the eventual introduction of the law of Huqúqu’lláh.

Assist local Assemblies in their efforts to resolve problems within their communities, particularly with regard to obedience to Bahá’í laws.

Encourage local Assemblies to adopt annual budgets.

Conduct training courses for Local Spiritual Assemblies to include such issues as their pastoral care and other responsibilities and to extend their use of the Regional Advisory Committees.

Instil a common knowledge of the Faith in the believers.

Continue the process of establishing regional schools for the Bahá’í education of children. This is to be combined with teacher training as an interim step towards the eventual provision of such schools in most Assembly areas.

Further develop the use of local Hazíratu’l-Quds as regional centres during the second half of the Plan.

Acquire a local Hazíratu’l-Quds in the south-west of England.

5. Greater emphasis to universal participation and the spiritual enrichment of individual believers.[edit]

Encourage local Assemblies to hold dawn prayers for their communities and foster a devotional attitude. [Page 19] Seek ways to encourage at least 2,000 individual believers to contribute regularly to the National Fund. This figure is to be increased as the community grows. The aim is to achieve universal participation.

6. A wider extension of Bahá’í education to children and youth, and the strengthening of Bahá’í family life.

Encourage the holding of family weeks and weekends particularly aimed at fulfilling the needs of Bahá’í families.

Organise both nationally and locally seminars on the principle of the equality of the sexes and related subjects such as family life and the gift of children.

Pay special attention to devising suitable sessions for parents accompanying children at their classes, aimed primarily at enhancing knowledge of the principles governing Bahá’í family life.

Encourage local Assemblies to sponsor Bahá’í youth and children to attend summer schools.

Encourage individuals and institutions to sponsor children resident at Bahá’í schools abroad, such as the New Era and Rabbani schools.

Recognise that the first level of social and economic development should be taken within the local Bahá’í community.

Plan major social and economic development projects based upon sustainable and well-established foundations in Assembly areas with sufficient resources.

Special emphasis should be given to service projects. Such projects should be initiated and launched from summer schools.

Encourage Bahá’í families to offer a stable home, where possible, for children in need, for example as guardians or foster parents.

Explore the possibility of initiating a Bahá’í role in counselling (e.g. family life, bereavement, etc.)

Prepare and continually update a list of Bahá’í experts who could make contributions in this field.

Stress that the primary motivation of all these goals must be service to God through our service to humanity.

Following are the international collaboration goals for the Plan, based on our own considerations and on the consultations of the Universal House of Justice and the International Teaching Centre.

The goals are devised not only to achieve objectives, but to encourage mutual cooperation and sharing of ideas between National Spiritual Assemblies, processes which will strengthen the unity of the Bahá’í world community and enable it to present to mankind the pattern of a truly organic, universal, diversified but united society.

Education of Bahá’í children[edit]

Among the goals the Six Year Plan ‎ ‎ for collaboration between national communities, are those concerned with the Bahá’í education of our children. The goals set out in the following lines are of three kinds:

  • goals for systematic teacher training,
  • for the preparation of lesson plans for all age groups, and
  • for the creation of teaching materials to support the educational process.

The group of national communities summoned to this vital and long overdue programme of collaboration are those who are already known to be advanced in providing systematic child education ......

PHASING OF GOALS OF THE SIX YEAR PLAN[edit]

The Universal House of Justice has approved the suggestion of the National Spiritual Assembly to have three phases. The first of one year (1986-1987), the second of two years (1987-1989), and the third of three years (1989-1992). Details are given in section six of this booklet (refer to the Six Year Plan Objectives and Responsibilities).

The achievement of the time phased goals of the Six Year Plan depend not only on the degree to which each individual Bahá’í accepts direct personal responsibility for those things which fall within his or her control, but, moreover, the extent to which he or she responds to the Guardian’s oft repeated plea that we adopt a disciplined and systematic approach to the work of bringing the Cause to body of humanity. It is the National Spiritual Assembly’s hope that the friends will find the attached Six Year Plan materials, analysing and identifying as they do the various and diverse responsibilities entrusted to us, of great practical use in the development and execution of their own individual and community plans.

THE TEACHING REGIONS[edit]

The old areas designated by the National Spiritual Assembly used both for the co-ordination of teaching activities and as electoral areas for area conventions are no longer used. The Universal House of Justice has standardised electoral practice throughout the Bahá’í world by requesting National Assemblies to provide so far as possible for each delegate to be elected by a roughly equal number of adult voters and each unit to elect only one delegate. At present the House of Justice allocates 95 delegates to the United Kingdom; however this may change during the Plan. Even if the number of delegates does not change, with a shifting Bahá’í population, the unit boundaries will need to be revised, probably every year. It is not wise therefore to use these temporary groupings of communities into units for anything other than electoral purposes.

For teaching purposes the National Spiritual Assembly has divided the United Kingdom into nine regions as shown on the following maps. The first is allocated to the Northern Ireland Teaching Committee and the remaining eight to Regional Teaching Committees under the National Teaching Committee. Each of these regions contains a complete number of counties (or in Scotland districts). It is the policy of the National Assembly to encourage the friends to identify with their county or district and to gather together and vie with one another on this basis for teaching and other purposes. Reference in the goals to a ‘regional’ school is merely a reference to a school serving an area larger than the jurisdiction of one local Spiritual Assembly - it does not denote that the ‎ school‎ is intended to serve a teaching region.

2. Greater involvement of the Faith in the life of human society.[edit]

2.1 Adopt various development projects, both locally and nationally, relevant to such issues as racism, drug abuse, violence and crime, unemployment, agriculture, nuclear issues and others. Bahá’í institutions will act as facilitators, nationally where relevant and locally where feasible. The friends should be encouraged to gain expertise in these areas and to offer this and their talent for consultation. In addition, create special projects in the field of development, devised to involve the Bahá’í community with the relevant non-Bahá’í organisations. This should be achieved by an effective balance between our Bahá’í activities, domestic responsibilities, and our contact with other organisations.

در بین هدفهائی که نقشه شش‌ساله برای همکاری فیما بین جوامع ملی در نظر گرفته مربوط به تعلیم و تربیت بهائی اطفال ماست .

اهدافی که ‎ ذیلاً‎ درج میشود بر ۳ نوع است:

  • اهداف اصولی و منظم بمنظور تربیت معلّم
  • برای تهیه طرح های درسی که قابل استفاده همه دسته های همسن و سال باشد
  • برای ایجاد مصالح و لوازم تعلیم بمنظور پشتیبانی و تقویت اقدامات فرهنگی .

گروهی از جوامع ملی که جهت انجام این برنامه حیاتی و بتعویق افتاده دعوت به تشريك مساعی شده عبارت از افرادی میباشد که در تامین اصولی تعلیم اطفال با سابقه و مشهورند .

[Page 82] ۲ تنظیم طرحهای بزرگ پیشرفت اجتماعی و توسعه اقتصادی متکی بر اعمده استوار و مستحکم در نواحی که دارای محفل بوده و از استطاعت مالی برخوردار میباشند .

۳ توجه مخصوص به مشروعات و طرحهای خدماتی . بنیاد این قبیل مشروعات باید در مدارس تابستانه گذاشته شود و از همانجا آغاز گردد .

۴ ترغیب و تشویق خانواده‌های بهائی که در صورت امکان اطفال بی بضاعت را در منازل خود ماوی و مسکن دهند و بعنوان ولی یا سرپرست به تربیت و پرورش آنان همت گمارند .

۵ تجسس و تحقیق درباره امکان ایجاد و ایفای نقش مشورتی بهائی در امور . (مانند حیات عائله و سرخوردگی و محرومیتهای اجتماعی و امثال آنها) .

۶ تهیه صورتی از اسامی احبائیکه در این رشته ها تخصص داشته و میتوانند در این زمینه ها كمك و راهنمائی نمایند . این صورت اسامی باید مستمرا" مطابق آخرین اطلاعات موجود منظم و تکمیل گردد .

۷ تصریح و تاکید این نکته که در وهله اولی انگیزه اصلی از نیل باین اهداف خدمت بحق از طریق خدمت به عالم انسانی میباشد .

۸ اهداف همکاری بین المللی[edit]

نیل باهداف کشورهای ماوراء بحار[edit]

مطالب زیر اهداف همکاریهای بین المللی نقشه شش‌ساله است که بر پایه ملاحظات خودمان و مشورت با بیت العدل اعظم الهی و مرکز تبلیغ بین المللی طرح ریزی گردیده .

این اهداف نه تنها برای نیل بمقاصد اصلی طرح شده بلکه بمنظور تشویق و ترغیب همکاری متقابل و شرکت در نظریات و افکار فیمابین محافل روحانی است، عملی که اتحاد جامعه بهائی را تقویت نموده او را قادر مینماید که نمونه و الگوئی راستین و ثمربخش و جهانی از اجتماعی که در عین تباین متحد میباشد بنوع بشر ارائه نماید . [Page 83] امرى، مسولیتهاى خانوادگى و ارتباط با سایر سازمانها موجبات نیل باین هدف را فراهم سازند.

۲ تاسیس شوراهای محلی صلح در نقاطی که چنین هیئتهائی وجود ندارند تعقیب و دنبال گردد تا بدینوسیله گامی بسوی تاسیس "صلح اصغر" برداشته شود.

۳ سعی در ارائه طرز مشاوره بهائی در عمل. این اقدام بر میزان معاضدت و كمك احبا به اجتماعی که در آن زندگی میکنند و همچنین تشكیلات امری که در آنها بخدمت مشغولند می افزاید.

٤ تشویق جوامع بهائی برای تعیین لااقل یك نماینده جهت شركت و همکاری با انجمن سازمان ملل متحد در هر ناحیه.

٥ افزایش تعداد ناطقین شایسته و ماهر بهائی در رشته‌ها و زمینه‌های مختلف و پیشنهاد و معرفی آنان بسایر سازمانها جهت ایراد نطق و سخنرانی.

٦ انتخاب یك مطلب مهم و مورد علاقه عموم و جلب توجه افراد جامعه بان مطلب و استفاده از تجربیات و نظریات افراد بمنظور ارائه كمك موثر و سودمند به اجتماع.

ازدیاد وسیع و جهانگیر در تهیه ترجمه و طبع و نشر و استفاده از كتب و آثار امریه[edit]

۱ افزایش تعداد نمایندگیهای منطقه‌ای کتاب و در صورت امکان تاسیس قرائتخانه و کتابخانه برای امانت دادن کتب به علاقمندان علی‌الخصوص در نواحی که دارای حظیره القدس میباشند.

۲ پی گیری در مورد امکان تهیه انتشارات مشترك با سایر محافل روحانیه ملیه.

۳ تشویق و تحریص در اتخاذ شیوه‌های بدیع و جدید در استفاده از آثار مبارکه در حد وسیعتر و گسترده‌تر با تاکید بیشتر در تهیه و پخش کتب و آثار امری بطور مجانی بمنظور كمك در مراحل اعلان امرالله و توسعه و تحکیم جوامع بهائی.

 ٤‎ تفحص و تحقیق درباره امکانات تهیه یك انطباع امری با کیفیتی مرغوب بوسیله یك ناشر معتبر و معروف بمنظور فروش در کتابفروشیها. بعلاوه ادامه فعالیت در یافتن طرقی جهت افزایش تعداد و حجم کتب و آثار امری که بوسیله کتابفروشها در دسترس عموم قرار میگیرد. [Page 84] برای افراد و محافل و هر دو مفید بوده و مهارت و کاردانی آنانرا در امر مشاوره تقویت مینماید .

٦ تهیه راهنمائی بصورت تالیف یا رساله برای افرادی که قصد ازدواج دارند که توسط محافل روحانی به زوج‌های نامزد شده اهدا شود . این اقدام قسمت مهمی از برنامه‌ای را تشکیل خواهد داد که هدف آن بالا بردن کیفیت ازدواج بهائی میباشد .

٧ ترغیب و توجه مخصوص به انعقاد کلاسهای محلی تزیید معلومات بمنظور بررسی دستورات و راهنمائیهای حضرت ولی امرالله درباره طرز رفتار و سلوک یاران و راستی ، درستی و صحت عمل بطریقی که در کتاب "ظهور عدل الهی" توضیح داده شده است .

۸ آماده کردن احبای الهی برای معمول سازی حکم حقوق الله در آینده .

۹ بذل مساعدت به محافل روحانیه در مورد مساعی و کوششهایی که برای حل مشکلات داخلی جامعه خودشان بعمل میآورند علی‌الخصوص درباره عدم پیروی و سرپیچی از اوامر و احکام الهی .

۱۰ تشویق محافل روحانیه به تهیه بودجه سالیانه .

۱۱ تشکیل و اداره دوره‌های آموزشی برای محافل روحانیه درباره وظایفی از قبیل ارشاد و راهنمائی جامعه بهائی و سایر مسئولیتهای محوله و تجدید و توسعه استفاده آنان از لجنات مشاوره‌ای منطقه‌ای .

۱۲ ازدیاد تدریجی معلومات عمومی افراد احبا درباره امرالله

۱۳ ادامه فعالیت در تاسیس مدارس منطقه‌ای بمنظور تعلیم و تربیت بهائی اطفال توام با ترتیب کلاسهائی برای تربیت معلمین . این اقدامات بمنزله قدمهای مقدماتی است برای ایجاد چنین مدارسی در آتیه در اغلب نواحی که دارای محفل روحانی میباشند .

١٤ توسعه بیشتری در امر استفاده از حظیره‌القدس‌های محلی بعنوان مراکز منطقه‌ای در نیمه دوم نقشه شش‌ساله .

۱۵ ابتیاع یک حظیره‌القدس محلی در جنوب غربی انگلستان . [Page 85] ٤ اهتمام در تهیه بیشتر آثار امری که برای غیر بهائیان جالب باشد و تاسیس دومین مرکز فروش کتب بهائی در لندن.

٥ تهیه و تولید مقدار بیشتری از آثار امری طبق طرحهای صحیحه دقیقه برای ترجمه، طبع و پخش.

٦ تولید یا تدارک آثار و نوشتجات بنیانی و اصولی امرالله به سبکها و اندازه هائی که برای اکثریت علاقمندان به مطالعه در کشور انگلستان مناسب و جالب باشد.

٧ اصلاح و بهبود کیفیت و تنوع کتب تعلیم و تربیتی بهائی ‎ مخصوصاً‎ آنچه که مربوط به اطفال میباشد.

٨ دعوت و انعقاد یک کنفرانس بین‌المللی از ناشرین بهائی در سال ۱۹۸۷ بمنظور توسعه و پیشرفت امر تولید و پخش و استفاده مطبوعات امری در سطح بین المللی.

٩ در دسترس قرار دادن لااقل یک دوره تدریس از طریق مکاتبه در باره آئین مقدس بهائی.

تسریع بیشتری در طی مراحل رشد و بلوغ در جوامع محلی و ملی بهائی[edit]

۱ تعقیب یک نقشه منظم بمنظور تزیید معلومات مصدقین جدید. تاکید خاص (جهت آمادگی جامعه بهائی) راجع به نتایج ‎ ناشیه‎ از خروج امرالله از مجهولیت بوسیله مطالعه دقیق عهد و میثاق الهی از جمیع لحاظ (و تمسک به آن)

۲ در این خصوص مطالعه کتاب "دور بهائی" در تمام طول نقشه باید مورد توجه خاص قرار گیرد تا بدینوسیله افراد جامعه تعلیم و پرورش یابند و بتوانند در مقابل هر گونه مخالفتی جوابگو باشند.

۳ ترتیب و اداره دوره های تزیید معلوماتی برای اعضا هیئت عامله محافل روحانیه و استفاده سایر یاران بمنظور تعلیم و پرورش آنان و ازدیاد میزان کفایت و قوه تاثیر موسسات بهائی.

٤ استفاده از تخصص و اطلاعات برخی از محافل روحانی محلی در زمینه های مختلف بوسیله ایجاد برنامه های همکاری بمنظور کمک در وصول موسسات بهائی بمدارج رشد و بلوغ.

٥ ادامه برنامه احاله کار توسط محافل محلی و ملی بافراد احبا. این اقدام [Page 86]

توجه بیشتر بمشارکت عمومی و تعمق معنوی افراد جامعه[edit]

۱ تشویق محافل روحانیه به برقراری جلسات مشرق الاذکار برای جوامع بهائی و پرورش حالت خلوص و روحانیت در افراد احباء .

۲ اتخاذ تدابیری برای تشویق لا اقل دو هزار نفر از احباء که بطور مرتب صندوق ملی را اعانت و تقویت نمایند . این رقم با رشد و نمو جامعه بایستی افزایش یابد تا هدف اصلی یعنی مشارکت عمومی یاران در تقدیم تبرعات متحقق شود .

توسعه دامنه تعلیم و تربیت روحانی اطفال و جوانان و تقویت ارکان عائله بهائی[edit]

۱ تشویق به برگزاری "هفته خانواده" و استفاده از تعطیلات آخر هفته علی‌الخصوص بمنظور رفع نیازمندیهای عائله های بهائی .

۲ تشکیل سمینارهای محلی و ملی درباره اصل تساوی حقوق رجال و نساء و مسائل مربوط بآن مانند حیات عائله و اطفال که عطیه الهی میباشند .

۳ بذل توجه مخصوص به تشکیل جلسات مناسب برای والدینی که اطفال خود را بکلاسهای درس اخلاق میبرند . هدف اصلی از این اقدام ازدیاد معلومات آنان درباره اصول و تعالیمی است که ضابط بر حیات عائله بهائی میباشد .

۴ ترغیب محافل روحانیه محلی جهت تقبل مخارج جوانان و اطفال بهائی برای شرکت در مدارس تابستانه .

۵ تشویق افراد و موسسات بهائی برای تقبل مخارج اطفال مقیم مدارس بهائی در کشورهای خارج مانند مدرسه عصر جدید و مدارس ریانی .

تعاقب طرحهای توسعه اجتماعی و اقتصادی در جوامع متمکن و قوی الارکان بهائی[edit]

۱ شناختن این اصل که اولین گام در پیشرفت اجتماعی و توسعه اقتصادی بایستی در داخل هر جامعه محلی بهائی برداشته شود . [Page 87] ۸ تشویق جوانان بهائی باینکه با اسلوب و روش منظمی توجه همکاران جوان خود را به پیام حضرت بهاءالله جلب نمایند.

۹ افزایش میزان همکاری با لجنه "مهاجرت قاره‌ای اروپا" و توسعه تشریک مساعی بین‌المللی در میدان تبلیغ.

۱۰ ادامه توزیع بیشتر نسخ بیانیه "وعده صلح جهانی" با کمال جدیت و اتخاذ طرقی که مجاهدتهای مبتکرانه بهائیان را برای صلح تشدید و تائید نماید.

۱۱ ادامه استفاده از داستانهای نمایشی (درام)، هنر و موسیقی در طرحهای پرورش جوامع امری و همچنین در مشارق تبلیغی. این اقدام تشکیل یک گروه سرودخوان "کر" را نیز شامل میباشد.

۱۲ ازدیاد میزان آگاهی احبا بارزش و اهمیت روابط عمومی در رویدادهای امری مانند افتتاح ام‌المعابد هندوستان و انعقاد جشن هفتاد و پنجمین سال دیدار حضرت عبدالبهاء از این سرزمین.

۱۳ ادامه مساعی و کوششهای جاری که برای منظور کردن آئین بهائی در برنامه تحصیلی مدارس بعمل آمده است.

۱۴ انعقاد جشن شایسته یادبود هفتاد و پنجمین سال دیدار حضرت عبدالبهاء از این جزائر.

۱۵ انعقاد مجالس جشن در سال ۱۹۸۸ بمنظور یادبود چهلمین سال تاسیس اولین محفل روحانی در اسکاتلند، ویلز و ایرلند شمالی.


اختلاط و اشتغال بیشتر امر الهی در حیات جامعه بشری[edit]

۱ تهیه طرحهای مختلف توسعه در سطوح محلی و ملی بمسائل نژادپرستی، استعمال مواد مخدر، تعدی و انتهاک، جنایت، بیکاری، کشاورزی، نیروی هسته‌ای و غیره. در اینگونه موارد موسسات بهائی بمنزله عامل معاونت و تسهیل کننده در سطح محلی در صورت امکان شرکت خواهند نمود. احبا باید تشویق شوند که در این رشته‌ها تخصص یابند و معلومات خود را توام با قریحه و استعداد خویش در امر مشاوره در اختیار عموم قرار دهند. علاوه بر آن باید در ایجاد طرحهای مخصوص به پیشرفت و توسعه کوشا باشند و با سازمانهای مناسب غیر بهائی همفکری و همکاری نمایند و با ایجاد تعادل و هماهنگی موثر بین فعالیتهای [Page 88] THE UNITED KINGDOM SIX YEAR PLAN نقشه شش‌ساله بریتانیای کبیر

اهداف نقشه شش‌ساله (۱۹۸۶ - ۱۹۹۲)

 ابلاغ پیام شفابخش‎ حضرت بهاءالله باکثریت اهل عالم[edit]

۱ فراهم ساختن موجبات رشد و نمو ذاتی و تکامل طبیعی امرالله در کشور انگلستان بمنظور تحکیم و افزایش تعداد نواحی که دارای محفل روحانی و جمعیتهای بهائی میباشد .

۲ تزیید عدد مومنین بامرالله تا پایان نقشه بدوبرابر . این افزایش و رشد باید هم در داخل هر جامعه و هم در محدوده اهداف تبلیغی که خارج از حوزه امری آن جامعه میباشد صورت پذیرد . بجوامعی که دارای کالجهای آموزش بزرگسالان هستند توجه خاص مبذول گردد و جوانان بهائی تشویق شوند که در این سبیل كمك و همکاری نمایند .

۳ حمایت و حفظ و صیانت فتوحاتی که از قبل حاصل شده، تقویت بنیه جوامع بهائی و فتح نقاط ‎ جدیده‎، تعهد عمده و اصلی جامعه بهائی کشور انگلستان را تشکیل میدهند .

۴ علاوه بر جلب اهالی بومی کشور در ظل آئین الهی، تبلیغ اقلیتهای نژادی و ائتلاف و امتزاج موزون و هماهنگ مومنین بومی و غیربومی بمنظور ایجاد نمونه واقعی از يك جامعه متحد و در عین حال متباین باید مورد توجه و تاکید قرار گیرد .

۵ افزایش محافل روحانی که دارای اهداف تبلیغی خارج از حوزه امری خود میباشند به یکصد عدد - وصول باین اهداف باید بوسیله تشویق محافل روحانی به تعیین و انتخاب اهداف تبلیغی برای خود صورت پذیرد .

۶ افزایش تعداد محافلی که رسماً به ثبت رسیده باشد . جوامعی که دارای نوزده نفر ‎ و به بالا‎ میباشند تشویق شوند که برای تحصیل چنین موقعیتی سعی و مجاهدت نمایند .

۷ تشویق و ترغیب جوامع بهائی تا در اثر این رشد و نموّ بعنوان افراد و موسسات بهائی سرمشق و الگوی جامعه قرار گیرند .
