To all National Spiritual Assemblies Dear Baha'i Friends, The Six Year Plan

sxesapee A special characteristic of the Six year Plan is that the conceiving of the detailed national goals is itself to be one of the tasks of the Plan, but this fact should not hold up in any way the activities of your communities. With this’ letter you are being acquainted with the Major Objectives of the Plan and every believer, every Local Spiritual Assembly, and all the national committees can pursue immediately, with increasing vigour, many projects towards their attainment, both projects already in process and others which will be newly conceived, so that when the specific national goals for each community are announced they will be received by a united company of devoted followers of Baha'u'llah already in the full flood

of activity.

It is the hope of the Universal House of Justice that each National Assembly will be able to meet before Ridvan with a representative of the Continental Board of Counsellors so that from this initial consultation a basis will be laid for consultation on the goals at the National Convention.

Other consultations will no doubt continue following the Ridvan Festival. Their duration will depend on the condition of each national community, its size and the complexity of its circumstances. As soon as specific goals have been formulated and agreed they should be immediately sent to the World Centre. They will then be considered by the Universal House of Justice and the International Teaching Centre and, as soon as possible, the National Spiritual Assembly will be informed of the ‘approval or modification of its proposal. Each submission will be considered on its arrival; the earlier they arrive the better, and in no case should a submission reach the World Centre later than 1 November 1986.

Among the elements of the Plan which are not covered by the list of Major Objectives are the goals for international assistance including pioneering, resident teaching projects, travel teaching, assistance for development projects, and for the acquisition of properties and vehicles. Notes relating to these elements have been provided to the Continental Board of Counsellors who will share them with National Spiritual Assemblies during the process of consultation. Since they are international in nature, these goals will have to be consolidated and approved at the World Centre before being generally announced.

Though the institutions of the faith are responsible for planning the goals and activities of the Cause, for stimulating and encouraging the believers to arise, and for supporting and unifying them in their services, it is, in the final analysis, through the spiritual decisions and actions of the individual believers that the Faith moves forward on its course to ultimate victory. It is the ardent hope of the Universal House of Justice that every faithful follower of Baha'u'llah will search his or her heart and �[Page 6]turn with full attention and loving self-sacrifice to the consideration of the goals of the Six Year Plan, and determine how to play a part in their achievement.

The prayers of the Universal House of Justice and the International Teaching Centre at the Sacred Threshold will surround the institutions of the Faith in every continent and nation as you assume your weighty task of conceiving the goals which will guide the national communities of the Faith through the next six years.

Our ardent prayers will be offered that this community, so greatly blessed by two visits of the Centre of the Covenant, will have advanced, by the eve of the Holy Year, an observable stage nearer that glorious destin envisioned for it by the beloved Guardian, whose mortal remains, entruste: to its care, confer so inestimable a bounty upon it.

Dearly loved Baha’i Friends,

The achievements of the British Baha'i community in the field of service to His exalted Threshold, throughout its history, have been truly magnificent and the spirit of devotion and dedication, resourcefulness and initiative displayed in the course of the prosecution of its successive Plans and enterprises, unquestionably extraordinary and indeed exemplary.

The beloved Guardian, time and again, expressed his admiration, love and respect for this community's ‘unquenchable faith’, ‘noble and unyielding determination’, ‘stupendous effort, magnificent self-sacrifice, marvelous dedication and splendid cooperation’ demonstrated in accomplishing the work of the Cause and for the great victories achieved despite ‘smallness of number’ and ‘paucity of resources’. "The Baha'i world, in its entirety’ he wrote in 1949 referring to the first collective teaching enterprise ever undertaken by the British Baha'i community, "is struck with amazement at the quality of the work performed, at the extent and number of the victories achieved by this community....". And during the Africa Plan, he showed his praise and admiration in words such as these:

"The Two Year Plan .... bids fair .... as it approaches its conclusion, to eclipse .... the exploits of that community in the course of the first collective enterprise undertaken in the British Baha’i history .... by their utter consecration and their

complete reliance on the One Who watches over their destiny, they have set an example worthy of emulation by the members of Baha'i communities in both the East and the West."

Victories won by this most dedicated, high-minded and resolute com- munity in the Ten Year World Crusade have been no less significant, and since 1963 under the loving directions of the Universal House of Justice, its progress has been remarkable. The rapid expansion in the teaching work, the substantial measure of internal administrative consolidation, the marked increase in the number of local communities are but a few examples of such achievements and progress. However, the greatest success of this ‘favoured community’ in recent years, has been as attested by the Supreme Body and stated in their Ridvan message of 1984:

als in bringing before the public .... not only the plight of

our persecuted and martyred brethren in Iran but, to an unprece- dented degree, the aims and purposes of Baha'u'llah’s Faith; voices have been raised on our behalf for the first time from the floor of the House of Lords and the House of Commons; through all channels of the media .... the name Baha'i and what it stands for has been trumpeted as never before .... surely such achievements have brought joy to the beloved Master and the Guardian."

Indeed, due to the emergence of the faith from obscurity promoted by ‘steadfast heroism of the renowned, the indefatigable, dearly loved Baha’i community of Baha'u'llah and the Bab’s native land’, on the one hand, and the dramatic change in the status of the Faith, the organic growth and �[Page 9]maturity of the Cause of God, on the other, the Universal House of Justice were moved to announce to the Baha'is of the world in their letter of 2 January 1986, the inception of the fourth epoch of the Formative Age. In that same letter, they delineated the main features and the method of formulation of the Six Year Plan which has now inaugurated this most challenging phase in the development of the Administrative Order.

We pray and hope that this community whose country has been blessed by the twice-repeated visit of ‘Abdu’l-Baha, the Master, and later by the interrment of the precious remains of Shoghi Effendi, the beloved Guardian;

‘alive to its capacity, conscious of its high responsibility, aware of the sacredness of its mission’ and armed with the power of faith, love and devotion will arise unitedly and resolutely, at this most crucial juncture

in the fortunes of mankind, to ‘tear down every obstacle’, ‘open up every horizon’, and ‘win still mightier victories’ in the immediate years ahead

and once again amaze the entire Baha'i world and set such an example worthy of emulation in both the East and the West.

MESSAGE FROM THE NATIONAL SPIRITUAL ASSEMBLY

22 November 1986

Dear Baha'i Friends,

The fourth epoch of this Formative Age of our Faith, into which we were recently ushered by the Universal House of Justice, has delivered its first

fruit. We are proud to share with the friends in the United Kingdom the Six Year Plan, together with a covering letter from the Supreme Body. This Plan fa eay us through to 1992, the hundredth anniversary of the passing of aha'u'llah.

This Plan is a sign of the ever maturing Baha'i administrative order. The Universal House of Justice provided the basis for this Plan, and entrusted

the National Assembly with the details, in consultation with the friends and drawing on the wisdom of the Continental Board of Counsellors. Our pro- pease are set out here having been assessed and accepted by the Supreme ody.

The believers in The United Kingdom should now arise as one to play their full part in this mighty enterprise.

The Baha’is in this country must achieve at least the doubling of their numbers within the time of this Plan. Hand in hand with this growth must go the strengthening of the Local Spiritual Assemblies. Firmly grounded and vigorously functioning institutions based on stable communities of twelve to fifteen adult believers must become a feature of all our Local Assemblies. This will include those outstanding goal Assemblies that are to be achieved

if we are to redeem our debt, our promise made to Baha'u'llah during the previous Plan.

The Baha'i institutions must become widely recognised and respected by the community at large including local government agencies and other organisa- tions. Our aim is that such groups increasingly value and seek the advice of Baha’i Spiritual Assemblies on matiers of public concern. To this end our communities must strive to "mirror forth...the splendour of those eternal principles proclaimed by Baha’u'llah .

The National Spiritual Assembly looks forward with the greatest excitement and anticipation to the unfolding of a greatly-evolved national community by the end of the Plan, a community able to attract the masses as well as divine confirmations. With loving Baha'i greeting,

Inspired by the realisation of the importance of this first Plan of the Fourth Epoch of the Formative Age, the National Assembly studied all the reports of the Assemblies, Groups and Committees along with the letter from the Universal House of Justice which set out the overall objectives of the Six Year Plan. We then asked ourselves a fundamental question:

"What kind of a Baha'i Community would we wish to see in the United Kingdom in 1992?"

This meant looking at the desirable strength of the community numerically,

the spiritual health of the believers, the standard of Baha'i Administration

in the assemblies and committees, and the standing of the Faith in the eyes

of the non-Baha’i world. Successful advancement in the first three would obviously enhance the fourth and we wanted to see a community which had not only come out of obscurity but one which had gained in respect and prestige to the extent that our help would be sought, association with us would be valued, our contribution to the well being of society respected and our integrity recognised. The goals then set would be geared to achieving this objective.

1. Carry the Healing Message of Baha’u'llah to the generality of mankind.

Stimulate the organic growth and natural evolution of the Faith in the United Kingdom with the aim of strengthening and increasing the number of districts with local Assemblies and groups.

Double the number of believers by the end of the Plan. This growth should be achieved within each community and within their extension teaching goals. Special attention should be given to communities with colleges of further education where Baha'i youth can be encouraged to assist.

The maintenance of the victories already won, the building up of the communities, and the opening of new localities form the major commitment of the United Kingdom Baha'i community.

In addition to bringing the indigenous population into the Faith, emphasis will be put on teaching ethnic minorities and the harmonious integration of non-native believers to achieve a true example of a united but diverse community.

Increase the number of Spiritual Assemblies with extension teaching goals to 100. ke is to be achieved by encouraging Assemblies to adopt their own teaching goals.

Increase the number of Assemblies with incorporated status. Those communities with 19 adults will be encouraged to seek such status.

Aspire, fhrougn this growth of the community, to become ‘models’, both as individuals and as Baha’i institutions.

Encourage Baha'i youth to bring the message of Baha'u'llah to the attention of their fellow youth in a systematic manner.

Increase co-operation with the Continental Pioneer Committee for Europe and develop international collaboration in the field of teaching.

Continue with vigour the distribution of further copies of "The Promise of World Peace" and the holding of such activities as will enhance the Baha'i peace initiative.

Pursue the use of drama, art and music in both development projects and teaching. This will include the establishment of a Baha'i choir.

Increase our awareness of the value of public relations in every Baha'i event, e.g. the dedication of the mother Temple of India and the celebration of the 75th anniversary of the visits of ‘Abdu'l-Baha to these shores.

Continue the current efforts aimed at including the Baha'i Faith in school curricula.

Celebrate and commemorate suitably the 75th anniversary of the visits of ‘Abdu'l-— Baha to these islands.

Celebrate in 1988 the 40th anniversary of the establishment of the first Spir- itual Assemblies in Scotland, Wales and Northern Ireland. �[Page 16]THE UNITED KINGDOM SIX YEAR PLAN

2. Greater involvement of the Faith in the life of human society.

Adopt various development projects, both locally and nationally, relevant to such issues as racism, drug abuse, violence and crime, unemployment, agriculture, nuclear issues and others. Baha'i institutions will act as facilitators, nationally where relevant and locally where feasible. The friends should be encouraged to gain expertise in these areas and to offer this and their talent for consultation. In aadition, create special projects in the field of develop-

ment, devised to involve the Baha'i community with the relevant non-Baha’i organisations. This should be achieved by an effective balance between our Baha'i activities, domestic responsibilities, and our contact with other organisations.

Pursue the goal of establishing local peace councils where none exist as a step towards ushering in the Lesser Peace.

Demonstrate Baha'i consultation in action, which will improve the contribution of the friends to their society as well as the Baha'i institutions on which they serve.

Encourage each community to nominate at least one representative to serve on its local United Nations Association.

Increase the number of competent Baha'i speakers from different fields and backgrounds who can be offered to other organisations.

Select one major area of concern for special attention by the community at large and seek the skills and ideas of individuals in order to make a valuable con- tribution to society at large.

Increase the number of regional book agencies and establish, where possible, Baha'i reading rooms and lending libraries, especially in areas with local Baha'i centres.

Pursue the possibility of joint publication with other National Spiritual Assemblies.

Encourage a wider and more imaginative use of Baha'i scripture, with greater emphasis on the production and distribution of free literature to assist the process of proclamation, expansion and consolidation.

Explore the possibilities of producing a high quality publication on the Faith, through a well-known publisher, for sale in trade bookshops. Continue to seek ways to increase the number and volume of Baha’i publications available through bookshops.

Provide more literature that would be of interest to non-Baha’is and establish a second sales outlet for Baha'i books in London.

plans of translation, production, and distribution.

Produce or make available basic Baha'i literature in styles and formats suitable for the majority of the reading population of the U.K.

Improve the quality and range of Baha'i educational materials especially child- ren’s literature.

Host an international Baha'i publishers’ conference in 1987 to promote the international production, distribution and use of Baha'i literature.

Make available at least one correspondence course about the Faith.

4. Further acceleration in the process of the maturation of local and national Baha’i communities.

Pursue a systematic plan of deepening newly-enrolled believers. Special emphasis should be put on the consequences of the emergence of the Faith from obscurity by careful study of the Covenant in all its aspects. �[Page 18]THE UNITED KINGDOM SIX YEAR PLAN

In this regard, special attention should be given to the study of The Dispensa- tion of Baha'u'llah throughout the Plan as a means of educating the community to respond to any form of opposition.

Conduct deepening courses for officers of Spiritual Assemblies, which will also be open to other believers, to train those officers and improve the efficacy of Bahai institutions.

Utilise the expertise and knowledge gained by particular local Assemblies in various fields in a programme of inter-assembly co-operation with a view to helping the maturation of Baha’i institutions.

Continue both nationally and locally the mutually beneficial process of delega- tion of work to individual believers by Assemblies. This step will improve the consultative skills of these bodies.

Provide guidance for couples intending marriage in the form of a compilation or

booklet which can be presented as a gift by local Assemblies to engaged couples. This will be an important part of a programme aimed at enrichment of the quality

of Baha'i marriage.

Encourage local deepening classes that give attention to the study of Shoghi Eagar guidance on rectitude of conduct as outlined in the Advent of Divine lustice.

Prepare the believers for the eventual introduction of the law of Huququ'llah.

Assist local Assemblies in their efforts to resolve problems within their communities, particularly with regard to obedience to Baha'i laws.

Encourage local Assemblies to adopt annual budgets.

Conduct training courses for Local Spiritual Assemblies to include such issues as their pastoral care and other responsibilities and to extend their use of the Regional Advisory Committees.

Instil a common knowledge of the Faith in the believers.

Continue the process of establishing regional schools for the Baha'i education of children. This is to be combined with teacher training as an interim step

towards the eventual provision of such schools in most Assembly areas.

Further develop the use of local Haziratu'l-Quds as regional centres during the second half of the Plan.

Acquire a local Haziratu'l-Quds in the south-west of England.

5. Greater emphasis to universal participation and the. spiritual enrichment of individual believers.

Encourage local Assemblies to hold dawn prayers for their communities and foster a devotional attitude. �[Page 19]THE UNITED KINGDOM SIX YEAR PLAN

Seek ways to encourage at least 2,000 individual believers to contribute regular- ¥ to the National Fund. This figure is to be increased as the community grows. he aim is to achieve universal participation.

6. A wider extension of .Baha’i education to children and youth, and the strengthening of Baha‘i family life.

Encourage the holding of family weeks and weekends particularly aimed at fulfill- ing the needs of Baha'i families.

Organise both nationally and locally seminars on the principle of the equality of the sexes and related subjects such as family life and the gift of children.

Pay special attention to devising suitable sessions for parents accompanying children at their classes, aimed primarily at enhancing knowledge of the’ prin- ciples governing Baha'i family life.

Encourage local Assemblies to sponsor Baha'i youth and children to attend summer schools.

Encourage individuals and institutions to sponsor children resident at Baha’i schools abroad, such as the New Era and Rabbani schools.

7. The pursuit of projects of social and economic development in well-established Baha'i communities.

Recognise that the first level of social and economic development should be taken within the local Baha'i community

ee Plan major social and economic development projects based upon sustainable and well-established foundations in Assembly areas with sufficient resources.

Special emphasis should be given to service projects. Such projects should be initiated and launched from summer schools.

Encourage Baha'i families to offer a stable home, where possible, for children in need, for example as guardians or foster parents.

Explore the possibility of initiating a Bahaii role in counselling (e.g. family life, bereavement, etc.)

Prepare and continually update a list of Baha'i experts who could make contribu- tions in this field.

Stress that the primary motivation of all these goals must be service to God through our service to humanity.

Education of Baha’i children

Among the goals the Six Year Plan goals for collaboration between national communities, are those concerned with the Baha'i education of fe children. The goals set out in the following lines are of three inds:

  • goals for systematic teacher training,
  • for the preparation of lesson plans for all age groups, and
  • for the creation of teaching materials to support the

educational process.

The group of national communities summoned to this vital and long overdue propane of collaboration are those who are already known to be advanced in providing systematic child education ......

A Baha'i school in Africa. One of the goals of the Six Year Plan is to develop Baha'i education in both the United Kingdom and the third world.

PHASING OF GOALS OF THE SIX YEAR PLAN

The Universal House of Justice has approved the suggestion of the National Spiritual Assembly to have three phases. The first of one year (1986-1987), the second of two years (1987-1989), and the third of three years (1989- 1992). Details are given in section six of this booklet (refer to the Six Year Plan Objectives and Responsibilities).

The achievement of the time phased goals of the Six Year Plan depend not only on the degree to which each individual Baha'i accepts direct personal responsibility for those things which fall within his or her control,but, moreover, the extent to which he or she responds to the Guardian's oft repeated plea that we adopt a disciplined and systematic approach to the work of bringing the Cause to body of humanity. It is the National Spirit-

ual Assembly's hope that the friends will find the attached Six Year Plan materials, analysing and identifying as they do the various and diverse responsibilities entrusted to us, of great practical use in the development

and execution of their own individual and community plans.

THE TEACHING REGIONS

The old areas designated by the National Spiritual Assembly used both for the co-ordination of teaching activities and as electoral areas for area conventions are no longer used. The Universal House of Justice has standar- dised electoral practice throughout the Baha'i world by requesting National Assemblies to provide so far as possible for each delegate to be elected by

a roughly equal number of adult voters and each unit to elect only one delegate. At present the House of Justice allocates 95 delegates to the United Kingdom; however this may change during the Plan. Even if the number of delegates does not change, with a shifting Baha’i population, the unit boundaries will need to be revised, probably every year. It is not wise therefore to use these temporary groupings of communities into units for anything other than electoral purposes.

For teaching purposes the National Spiritual Assembly has divided the United: Kingdom into nine regions as shown on the following maps. The first is allocated to the Northern Ireland Teaching Committee and the remaining eight to Regional Teaching Committees under the National Teaching Committee. Each of these regions contains a complete number of counties (or in Scotland districts). It is the policy of the National Assembly to encourage the friends to identify with their county or district and to gather together and

vie with one another on this basis for teaching and other purposes. Reference in the goals to a ‘regional’ school is merely a reference to a school serving an area larger than the jurisdiction of one local Spiritual Assembly - it does not denote that the -Uchool is intended to serve a teaching region.
